Territorial Authority / School Partnerships: A Guide

Access to facilities is an important aspect of participation in sport and recreation. Facility partnerships in New Zealand are increasingly being considered by Territorial Authorities, schools and community organisations as an efficient and cost-effective way to meet the varied sport and recreation needs of communities and school students. 

Sport New Zealand commissioned a project in 2010 to better understand the New Zealand experience of the benefits, challenges, and opportunities across a wide range of partnerships, in order to provide practical  information to assist TAs, schools and community organisations/trusts thinking about partnerships. The result was to produce a best practice guide for those interested in pursuing potential partnerships. The guide:

  • identifies common partnership opportunities (from gaining access to strategic sites, mixed use of existing facilities to developing larger/ more complex facilities)
  • outlines processes and steps in developing a partnership, and potential challenges (complexity and time, alignment of partner goals, and costs of pursuing potential partnerships) and, most importantly, advice on how to overcome these challenges to maximise the possibilities)
  • emphasises the need for strong alignment of goals between potential partners and early engagement with the Ministry of Education where the partnership involves state-owned land and schools.

Performance Assessment of Sports Surfaces (PASS) 

Performance Assessment of Sports Surfaces (PASS) is an initiative to help local authorities respond to the challenges. PASS provides a system and series of tools for assessing sports field performance. It offers all councils the potential to benchmark the performance of their fields, plan usage and upgrades - and generally get the best from their ongoing investment.

Effective model for managing sport field demand

Auckland City Council and Sport NZ have worked in partnership to develop the Sports Field Demand Model and toolkit that can assess the capacity and usage of sports fields within a given region.

Aquatics Facility Review

The review was published in October 2005. It is designed to be thought provoking, and is aimed at any organisation contemplating the development or retro-fitting of aquatic facilities.

Sportsville Review

In response to interest among sports clubs, national and regional sports organisations, and potential investors like councils and community trusts, in 2008 Sport NZ commissioned a report from Peter Burley, Director of Sport Guidance. In his report Burley examines how eight ‘"sportville" projects had evolved and developed, and what lessons could be learned.
